Whether it’s your last few dollars, or you’re just curious about how you can spend almost nothing and still have loads of fun in Kaliningrad, here are some suggestions.
A brutal old-school bar in a cellar with a rustic barren interior, hardcore craft, and stagnant air. Not a place for fragile pixies and elves. Beer can be poured to go as well.

Beer bottles rotate faster than you can blink and the cheapest beer is under ≈$1. Don’t be snobby – the beer is good, the bartenders – knowledgeable and won’t try to sell you any old stock. The only problem – the place is a bit out of the way for most tourists, but if a local experience is what you are after, its just right.
With ≈$2 coffee and free live music at random times, Central Perk is a great place for a soulful chat with friends, with an interior actually reminiscent of “Friends”, if you’ve missed it in the name.

One of the most authentic local bars, look for it in the heart of Amalienau, Kaliningrad’s historic district. Brick-clad walls, live music and loud parties on the weekends. You can watch a game here, too. A range of drinks from ≈$2 and up.
